Housing Authority Insurance Group (HAIG) thoughts.?

Had the most horrible experience with this insurance company (I rent apartments and use them). The people are so SO rude, I spoke with a male regarding their annual Fire Prevention Contest and the guy (obviously wealthy) refused to give any contest money to persons living in Low-Income Housing Units unless they had their pictures taken! Itsn't there a law against that, like 'If your poor and make a poster and win like $50.00 to help find your family, you have to give the MEGA MILLIONAIRE insurance company your picture'....thats just wrong isn't it? Why should a 12 year old that made a poster and won $50.00 have their picture taken....does the Insurance company that has millions like seeing/making fun of poor people? Anyway I'd say DO NOT USE HAIG insurance. What do you people think?
