How do I get indemnity insurance for an un-certificated loft extension? I need it to sell house.?

It will cost around £4000 for the council to have a builder remove bits to check it out. They advised an indemnity insurance to cover any possible future work. They could not however tell me where to get it. I have tried several insurance brokers but they dont do it.
